Phei intimates that in the (state of things which it symbolizes) the evil men in the upper sphere are suffered to work their wicked will, and the good men in the lower sphere are so cramped that they are prevented from exercising their proper influence. There is 'little going (forth) and great coming (in).' The state of things is unfavourable to the firm and correct course of the superior man. The (symbol of) the great receding and the small advancing, indicates evil and obstruction. The first SIX, divided, shows (the evil) in the act of being stopped (by the good). (The subject of it) should refrain from advancing, and return (to his proper place). There will be good fortune. If he do not keep the restraint on himself, he will experience the evil of being quite exhausted. The second SIX, divided, shows (the good man) in the position of holding all at present back, and an occasion of shame and distress to the small man. The third SIX, divided, shows its subject ashamed of the purpose shut up in his breast. The fourth NINE, undivided, shows its subject acting in obedience to the ordination of Heaven, and so entirely free from error. His associates, who did not quietly rest in their common lot, will be enriched by him. The fifth NINE, undivided, shows the ruler, who is giving the joy of his distinction to his associates. His action is suitable to his circumstances, and there will be good fortune. The topmost NINE, undivided, shows the evil state of things, which, however, is about to be changed. The condition of the great man is good, and there will be an end of the evil.
